When torque loading, a wrench should be selected where the required value falls
- at the top end of the range.
- in the middle of the range.
- at the bottom end of the range.

Torque wrench accuracy is quoted as a percentage of the reading, and the tool is calibrated over a stated range that stops well short of zero, so a wrench is chosen with the required value near the middle. A setting at the bottom can fall below the band the tool is qualified for at all; one at the top leaves the mechanism at its limit with no margin for overshoot. Either invites an under- or over-tightened fastener.

accurately, and some manufacturers specify that the torque wrench selected for a
particular use should have a range such that the specified torque falls within the upper
range of the scale.
